Following the discussion here and on pprune, there's one thing I haven't seen mentioned and that is routine draining of airplane fuel tanks for water. How often does that take place? I've read the report in both Dutch and English, what it actually says is that the standard procedure is to line up at the 8nm mark. They are however, allowed to line a/c up as little as 5nm.
