The "inside" rotating in one direction, the "outside" should rotate in the other direction. Simple!

If we're still talking about a short circuit, any other current paths are at minimum since voltage is now down to almost nothing. Heat, light, smoke, and maybe a few exploding parts as collaterals are all in the "short circuit" path... Two bulbs in parallel is ok. Two bulbs + a short = no ...
