As Princess Leis says, it is to gauge the damage caused by flak. It is common to offer up a prototype or pre production airframe for such tests.

The mechanis is manually opening and closing the starter valve which introduces air to the starter.
What is the normal actuating mechanism for the valve? Electric solenoid?
Normally a solenoid.
