What the operators consider an Aircraft Structures Engineer and what the airframe builders consider it may be very different things. I know the discussion won't end here, but I will try to make some points clear:
1) Don Moore was a virtual "friend" to most people in different fora and also in the aviation industry.
2) That gained him respect from most of us (members). He never (for what I read) answered in a bad way (meaning with this "bad manners").
3) Because of that "prudency", he was named moderator in some aviation fora.
4) He was wrong some times, right in the answer of some others, and without a clue in others, but always tried to discard even the most parlory opinion or sustain his with his knowledge and "feelings", never with an insult.
5) I believe that moderators have to put a stop to people that only insult others without any argument (or even with a good argument, but with a "you are an ignorant" attitude). That has to be controlled in any forum. It becomes worst when you attack moderators for doing their job.
6) Trying to put ITS and other "tough" members in the same category is a bad defense. If you make a recopilation on what you learned from your teachers, you can always fit ITS, FB, Don and other characters of this forum as one of them. And I can tell you that:
a) I remember what tough and presumptuous teachers taught me because I respected them, but from the first moment I listened to their class and for the comments of others I knew they were "respectable" persons, and listen to them, even when not agreeing with their manners. But they never insulted people with bad words or attitudes.
b) I remember what GOOD TEACHERS with good character like Don taught me many years ago.
c) I cannot remember but that I wanted to get out soon of that class from pompuous, "think-I-know-all", INSULTING teachers (that in reality are not teachers, but just there to earn some bucks or have fun and re-fuel their great ego), even if they were as good as Newton or Einstein.
7) It is a shame to attack a person that cannot defend himself. PLEASE LEAVE IT THERE, FLYBOY.
Because of all the respect I have for Don, I won't answer any arguments. I have just told what I feel.

You can actually go to jail for impersonating an engineer.
Engineering departments, on the other hand, can hire whoever they like: engineers, scientists, mechanics, janitors, etc as long as the people performing and signing off the engineering work (broadly defined: design work) are engineers and professional engineers respectively.
In Canada, it is a bit of a conundrum. If you go through and get BEng, you cannot legally call yourself an 'Engineer' until you get the PEng (PE in the US). There are, however, a lot of people that make liberal use of the term 'engineer'. Also, I am not sure as to the legal definition of engineer in the US.

In the U.S., the PE certificate is primarily useful to people who work in the engineering consulting business. There is no legal requirement to have one if you want to work as an engineer in, say, the aerospace industry. Employers generally look for a degree from an ABET accredited institution when hiring.
