In our modern PC world, does the aforementioned cryptic, insider acronym still exist?

Should it not be NOTAPS?

Obviously it should be NOTDOGS: Notices to the Doubtfully Grounded. Or maybe NOTDEADS: Notices to the Differently Elevatable and Aircraft Directors.
