Are these things safe from the inherent dangers of wings, then?

It is indeed more about hydrostatics, but not_completely about hydrostatics.

You are attempting to dismiss the higher-level question:(see footnote) Why does flapping a fin back and forth provide forward propulsion?

Any Kutta Boundary Layer Humping Arriving at the same time barn door factors involved (or donkeys)?
