- 4bn is excessive

- even though the 170m pre-plan design contract is let, I forsee another 300m on the design of the thing. As FB says, ground up no carry over, fresh beats.
- 200-400m will go on the spare parts, storage of such and the long tail of support
- 400-600m will be in pre-planned overruns, "unexpected" changes in the design by the client (it's like a software project!)
- there will be some additional pork barrel in there

I do believe that a plane based on the 777 would be better, cheaper to buy and cheaper to operate.
