Clear to land is not_without merit, I just don’t see the clear advantage over clearing 20 miles out on organized systems.
But WTF is with Evan and the revolutionary 1 minute spacing? There are criteria's and guys go around (or is it missed approaches) when they get too close.

Just make the runways wider, with separate take-off and landing lanes.
